Reframing local futures: From stewardship to leadership

What will local government need to be in 2020, 2030 or 2050? What are the issues local government is going to face in 10, 20, 30 or 50 years time? How can, and in fact should local government, both elected members and officers, move from a position of stewardship to leadership and how will this shift take place?

The LGMA national congress and business expo is widely regarded as Australia’s leading forum for local government professionals. It provides opportunities for current and emerging local government leaders to network, share information and stay up-to-date with emerging trends and innovative practices.

Theme

The theme for the 2012 LGMA National Congress and Business Expo is 'Reframing local futures: From stewardship to leadership.'

It is aimed at future-casting local government; asking congress delegates to consider a shift in their role as stewards to leaders.  It will challenge participants to consider a shift in their role as stewards to leaders and identify local needs and drive solutions to address them. It will also prompt delegates to ask the question – is my local council and is my local community ‘future-proofed’?

Streams

In a recent sample survey of past congress delegates comprising local government officers and elected representatives, over 80 per cent rated regional development and servicing the communities as very important to their organisation.

Over 70% of local government leaders also identified climate change as being relevant and important to the local government sector and communities they serve. Innovative examples of communities tackling climate change and building resilient communities is viewed as a priority for many global leaders.  These leaders are now investing hundreds of thousands - if not millions, of dollars in the development of new technology and community education and action plans in order to facilitate sustainable living now and in the future.

As a result of these responses, the 2012 congress will cover three broad categories (streams);

  • Regional futures - collaboration, governance, resourcing/servicing and partnerships
  • Climate futures – climate related risk, resilience and recovery; and
  • Community futures – population growth, aging population, resourcing and servicing

A number of cross-cutting streams will also be covered, including;

  • Strong use of partnership and collaboration;
  • Use of technology and Gov 2.0; and
  • Those that relate to small councils.

Congress program

As with previous years, the 2012 congress will follow a proven format of plenary, concurrent and panel sessions.  A number of networking opportunities will also be integrated into the 2012 program.
