Commonwealth Local Government Forum (CLGF)

Commonwealth Local Government Forum (CLGF) operates the Good Practice Scheme in PNG from its pacific office in Suva, Fiji. LGMA is CLGF's technical advisor in the pacific.  We arrange support for the Good Practice Scheme (GPS) amongst Australian local governments.

This international assistance program is like no other professional development program.  It is not possible to simulate either the context or the challenges our members face when working in developing communities such as those in PNG. Our members return from their work assignments better people and better employers with far more empathy, humility and problem solving skills.

The CLGF Good Practice Scheme was established in PNG in 2000 with the aim of:

  • Addressing the challenges and realities faced by urban local level governments in PNG in a rapidly changing environment;
  • Building the capacity within and amongst councils to improve management capacity of participating local government practitioners and the delivery of basic municipal services to local communities.
  • Drawing on the skills and expertise of Australian councils combining these with the skills of PNG councils; and
  • Fostering the development of council-to-council and peer-to-peer partnerships built on mutually agreed upon capacity building needs.

Current projects under the CLGF Good Practice Scheme

Orange City Council (NSW) and Mt Hagen

Orange City Council has had a sister-city relationship with Mt Hagen ULLG for over 20 years. Orange and Mt Hagen are currently developing a sustainable waste management plan for the city, an action which emerged from a joint local town development plan project completed during phase 1 of the CLGF's good practice scheme (2000). read more...

Townville (QLD) and Port Moresby (National Capital District Commission)

The CLGF good practice scheme partnership built on a long-standing sister-city relationship between Townville City Council and the (Port Moresby) National Capital District Commission (NCDC). Townville and the NCDC are currently working to improve the processes and outcomes of the regulatory services of the NCDC. read more... 

Cairns Council (QLD) and City of Lae

 As the second largest city in PNG, Lae serves as an industrial hub and the most important metropolitan centre of the Momase and Highlands Region. Waste Manage has been a significant issue for the Lae ULLG. Cairns Regional Council has been working with the Lae ULLG to provide technical expertise and advice in the development of an integrated waste management strategy for the city. read more...

Sunshine Coast (QLD) and Alotau

Sunshine Coast Council (formerly Noosa Council) and Alotau commenced their partnership in 2007 following scoping visits by Sunshine Coast Council officials to Alotau to review the local Waste Management Service. read more...

Adelaide and Salisbury city councils (SA) and Campbelltown Council (NSW) and Madang

Adelaide, Salisbury and Campbelltown city councils in South Australia partnered with Madang Urban Local Level Government (MULLG) to review and upgrade the accounting and mnagement systems and corresponding training program, the development of a new town plan for Madang, and a review and upgrade of the town's waste management system. read more...
